The Zverev vertical circle of Pulkovo observatory (also known as photographic vertical circle, PVC) has finished the programm of observations of declination of the FK5 stars. More than 10000 observations of more than 1200 stars were made. The mean observational epoch is 1991.6. The accuracy of observation in zenith is 0.16 arcsec. Instrumental errors are investigated independently from observations with internal accuracy better than 0.04 arcsec. Finally, the declinations of great quantity of the stars are obtained with accuracy better than 0.05 arcsec. Therefore, taking into account that the declinations in the FK5 are correct at their mean observational epoches, we obtain the proper motions (in declination) of more than hundred stars with accuracy better than 0.002 arcsec per year. We intend to combine these results with other recent ground-based ones (for example, of Pulkovo HMC) in order to attain the level of 0.001 arcsec per year, and compare it with the proper motions obtained by Hipparcos.
